   Newly appointed Agriculture Secretary Leonardo Q. Montemayor comes from a landed family in Pangasinan, but was born in Manila on 9 October 1949.

    He finished his elementary and secondary education at the Ateneo de Manila where he graduated valedictorian. He then pursued a Bachelor of Arts degree major in Philosophy at the same university and graduated summa cum laude. In addition, he finished a Strategic Business Education Program at the Center for Research and Communication.

    Despite his affluent upbringing, the Jesuit values have been strongly instilled in him so that he spent most of his time working with the farmers.

    As a Party-List Representative, Alyansang Bayanihan ng mga Magsasaka, Manggagawang-Bukid at Mangingisda, he has been an active member in the House Committees on Agrarian Reform, Cooperative Development, Economic Affairs, Food Security, Higher and Technical Education, Housing and urban Development, Labor and Employment and many others. He was also the Vice President and Chairperson of the Standing Committee on Agriculture in Developing Countries, International Federation of Agricultural Producers as well as Secretary General of the Federation of Free Farmers.

    Sec. Montemayor also co-authored major laws and has written extensively on issues about the empowerment of coconut farmers, agrarian reforms, Filipino grains farmers and other important political issues that is confronting the Filipino farmers today.

    Sec. Montemayor is married to the former Monica Oppus Manding.
