A committed street parliamentarian during the martial law years, Sec.
Lina was a consistent honor student in his student days. He graduated in 1975 from the
University of Santo Tomas with a degree in Economics. He eventually proceeded to law
school and graduated among the Top Ten of his class at the University of the Philippines.
He passed the Bar Examinations in 1980.
He started as a public servant in 1986 as Governor of Metro Manila
concurrently serving as president of the League of Governors as well as president of the
Union of Local Authorities of the Philippines.
In 1987, he was elected Senator. He was re-elected in 1992 during which he was elected as
the Assistant Majority Leader.
In the Senate, he was Chairman of the Committee on Youth and Sports Development; the
Committee on Constitutional Amendments, Revision of Codes and Laws; the Committee on Urban
Planning, Housing and Resettlement; and the Committee on Science and Technology.
He was principal author of 144 bills and co-author of 194 more. Among his bills which
became important laws were RA 7648 (The Electric Power Crisis Act), RA 7808 (Extending the
Tenure of Sangguniang Kabataan Officials), RA 7836 (PAG-IBIG Fund Mandatory Membership)
and RA 7846 (Free Hepatitis-B Immunization).
Sec. Lina is married to the former Loreta Atienza and has two sons and four daughters. |
