Although young, Secretary Alvarez brings with him a wealth of
experience. Before his appointment, Sec. Alvarez was a first-termer Representative from
the 1st District of Davao del Norte.
He completed his Bachelor of Laws from the Ateneo de Manila in 1983 and privately
practised law from 1984 to 1986.
From thereon, he became a career official of an agency of the DOTC. In June 1993, he was
designated as Action Officer of the Manila International Airport Authority (MIAA) from
where he rose through the ranks. In January 1994, he was appointed as Assistant General
Manager for Operations of the MIAA. As concurrent Chairman of the PBAC, he implemented the
NAIA Terminal 2 Project -- the new domestic terminal.
In March 1995, he became the Senior Assistant General and Chief Operating Officer of the
MIAA. He was also chairman of the PBAC's Technical Working Group which implemented the
flagship project -- NAIA Terminal 3.
Sec. Alvarez left the MIAA in September 1997 to run for a seat in
Congress which he won handily in the May 1998 elections. In Congress, he was Vice-Chairman
of the House Committee for Transportation and Communications aside from being a member of
nine other congressional committees.
Sec. Alvarez brings to the portfolio the idealism of youth and dynamic
leadership. According to him, his first priority is the modernization of the
transportation and communications infrastructure in the country. |
