A PLEDGE TO THE FILIPINO PEOPLE
The Moral Compass of the Macapagal-Arroyo Government

    As a public official serving the Filipino people under this government, I solemnly pledge to discharge my duties and responsibilities according to the following ethical standards of official and personal conduct:

1.   Trustworthiness. I believe that public service is a public trust. I will earn and maintain the people's trust by being honest in all my official transactions, reliable in delivering on my promises, and accountable for producing fair and timely results. I will declare any and all actual and potential conflicts of interest in connection with my work.

2.    Results-Orientation. The true measure of good governance is improvement in the lives of the people. I will work with my colleagues in government, as well as with the private sector and civil society, to creatively and consistently produce policies, programs, goods and services that will concretely improve the quality of life of Filipinos, especially the poor.

3.    Poverty Focus. Those who have less in life must have more in service and development assistance. The poor, the disadvantaged and the marginalized in Filipino society are my key customers, whose right to a life of justice, peace and dignity I will actively promote and protect in my work.

4.   Citizen Empowerment and Participation. I believe in genuine, responsible democracy. I will encourage the engagement of the different sectors of Philippine society in the processes of governance, and their enlightened participation in addressing our collective concerns. In this regard, I will practice and promote transparency, citizens' education, multi-sectoral consultation and responsible public reporting.

5.   Constituency Feedback. I believe in listening to and learning from those whom I serve. I will ensure that my organization creates and respects genuine mechanisms for regular feedback from our citizen-customers, and subsequently uses this feedback to render better service to them.

6.    Continuous Improvement. Excellence in public service is possible only in a culture of continuous improvement. Mediocrity is unacceptable to me as a standard for my organization's processes and outputs. I will benchmark our work against best practices, and seek always to improve on past and present practices. I will continuously seek to create a government that works better and costs less.

7.    Respect for Others. Good government is the product of good-hearted persons giving their best for the greater welfare of their countrymen. I recognize that without my fellow public servants, there can be no government services produced or delivered, therefore, I extend to them my respect for their intelligence, I challenge them to act with goodwill and a basic sense of fairness, and I affirm their potentials for creativity and innovation in serving the Filipino people.

8.    A Simple Lifestyle. My personal integrity cannot be compromised. I will live simply, according to my publicly declared means. My lifestyle will not be a cause for people to doubt the integrity and independence of my official actions.
