ASEAN CHARTER-President Gloria Macapagal-Arroyo prepares to sign the Kuala Lumpur Declarations on the Establishment of the Association of Southeast Asian Nations (ASEAN) Charter Monday (Dec. 12) at the Plenary Theater of the Kuala Lumpur Convention Center in Malaysia.
