| A beaming President Gloria Macapagal-Arroyo presents a Presidential Citation to the members of the Philippine Nurses Association of America (PNAA) task force for the National Council Licensure Examination (NCLEX) for its initiatives and efforts in campaigning at the National Council of State Boards of Nursing (NCSBN) for the Philippines to be declared an international testing site for Filipino aspirants to the nursing profession in the United States. Representing the PNAA task force for NCLEX is Ms. Filipinas Lowery (right).
