GMA open to some form of federalism as gov't pursues peace and progress in Mindanao

BANDAR SERI BEGAWAN -- President Gloria Macapaga-Arroyo today said that she is open to some form of federalism in the country as she assured the nations in the Pacific Rim that her administration is vigorously pushing for peace and development in the Southern Philippines.

"I believe that some kind of federal system for the Philippines could help solve the problem of separatism in the South," the President said in her keynote address at the closing session of the 15th General Meeting of the Pacific Economic Cooperation Council (PECC) held at the International Convention Center here.

But the President emphasized that her main plan for Mindanao has been to create the conditions for peace. "Show the people that they have an economic future, that their government will not stand for violence of any kind and that it is time for all sides to reach an equitable solution so that lives can be rebuilt," she said.
