MAJOR ACCOMPLISHMENTS IN CORDILLERA AUTONOMOUS REGION


1.Mass housing for 150,000 workers and the very poor

Accomplishment: Some 2,399 households in the Cordillera Autonomous Region (CAR) have been provided housing assistance through resettlement, land tenurial assistance and other socialized housing programs from January 2001 – December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: A total of 7,910 households have been provided security of land tenure in CAR, through the community mortgage program.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 4 DOH-retained hospitals, 4 outlets in local government in CAR sold low-cost medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 755,685 beneficiaries from 151,137 urban and rural poor families in CAR were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 43,880 jobs were generated in agriculture in CAR.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA) ok

Accomplishment: For CY 2001, P161.31 million was allocated for CAR, of which P157.56 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P117.98 million was allocated for CAR, of which P116.98 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P82.60 million was allocated for CAR, of which P66.45 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P45.85 million was allocated for CAR, of which P19.30 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

10. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 2,729,611 textbooks were procured for CAR resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6 and in the 1st and 2nd Year High School, except for Science 1 (1st Year High School) with a ratio of 1:1.4 and Science 2 (2nd year High School) with a ratio of 1:3.8.

For the 3rd and 4th year High School, the textbook-pupil ratio is 1:1, except for Science 3, which has a 1:8 ratio. Distributed 32,199 Teachers Manuals in 1,461 recipient schools in 68 districts in the region.

11. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 10,067 public and private school teachers in CAR were trained on the new Basic Education Curriculum and 86 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

12. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 148 barangays in CAR were provided electricity.

13. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 5 electric cooperatives in CAR have secured approval for rate reduction ranging from P0.1003 to P0.4521 per kilowatt-hour.

The Abra Electric Cooperative improved its performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

14. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 151,751 applicants were referred and 115,556 were placed for locally available jobs and overseas placement. Some 20,185 workers were assessed and 6,883 of them were given certification. Training and re-training in ICT and in-demand skills were also given to 126,789 workers.

15. SME Market Centers (DTI)

Accomplishment: SME Market Center in Benguet was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

16. Tourism Infrastructure projects (DOT, DPWH, DOTC)

Accomplishment: The following infrastructure projects were completed to help boost tourism in CAR:

  • Concreting of access road leading to Loakan Airport, perimeter fence and installation of air navigation facilities
  • Reconstruction of Aloragat bridge in Binalonan
  • Rip-rapping of strip at extended portion of the runway of Bagabag airport
  • Construction of Baguio flyover to connect Marcos Highway and Governor's Park Road
  • Widening of Baguio Circumferential road

17. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: Of the 1,174 barangays in CAR, 1,011 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

18. Streamlining LGU operations (DILG)

19. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P9,870,000 provided as seed money to 104 micro enterprises benefiting a total of 2,300 families in CAR.

20. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 65,456 families in 6 provinces covering 144 barangays in CAR benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

21. Improved access to health services and facilities (DOH)

Accomplishments:

  • Covered 91% of target children for the two rounds of "Patak Polio" immunization campaign under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).
  • Facilitated the establishment of new Inter-Local Health Zones (ILHZ) namely: Besag District Health System and Sebata District Health System
  • Upgraded the X-ray section of the Mayoyao District Hospital
  • Upgrade the Rural Health Unit buildings of Mayoyao and Aguinaldo
  • Provided logistics support to 6 provinces and Baguio City amounting to P14.3 million
  • Established TB Direct Observation Therapy Unit at Baguio General Hospital and Medical Center
  • Established Cervical Cancer Registry in Mountain Province
  • Established 7 new Municipal Epidemiology and Surveillance Units and strengthened 11 existing Local Epidemiology and Surveillance Units
  • Set up Animal Bite Treatment Centers (ABTC) in 5 provinces and 1 city

22. Completion of major infrastructure projects (DPWH, DOTC)

Accomplishments:

  • Preventive maintenance of the PMA Road in Baguio City
  • Control Tower facility in Baguio City

23. Technology transfer projects (DOST)

Accomplishment: The government assisted different micro and small enterprises develop their products/facilities by adopting new technologies:

  • Five groups of silvercraft producers based in Benguet and Baguio City on the fabrication of turquoise stone electric crucher, micro heat furnace oven, electric silver rolling machine, electric wax injector, steam dewaxer and vulcanizing press mould designer
  • Two peanut producers based in Baguio and Benguet on the fabrication of improvised peanut toaster and grinder, laboratory analysis of products and other forms of technical assistance to improve their products
  • 326 households in Abra and Mt. Province on the training of beneficiaries and fabrication of equipment such as turbine, generator and other accessories for the micro-hydro power plant
  • A cooperator in Apayao on meat processing training and equipment such as meat grinder, freezer and electric impulse sealer and packaging material and design.
