1. Mass housing for 150,000 workers and the very poor (HUDCC)

Accomplishment: Some 14,066 households in NCR have been provided housing assistance through resettlement, slum upgrading, sites and services, medium-rise housing, Land Tenurial Assistance Program, Community Land Acquisition Program and other socialized housing programs from January 2001 – December 2003.

4. Health insurance for the poor (Philhealth)

Accomplishment: Some 1,323,455 beneficiaries or 264,691 urban and rural poor families have been enrolled under the National Health Insurance Program in NCR as of June 2004. Among the services covered by the NHIP include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day. Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. Jobs for out-of-school and jobless youth (DILG)

Accomplishment: The Kalinga sa Kabataan Program provided employment to a total of 40,000 out-of-school/out-of-work youths in Metro Manila from July 2001 to January 2004.

  • Phase I (July 2001-February 2002): 10,000 OSYs/OWYs in 10 local government units in Metro Manila for an income of P4,500 each
  • Phase 2 (starting 9 July 2002): 10,000 OSYs/OWYs in 14 LGUs in Metro Manila
  • Phase 3 (starting January 2004): 20,000 OSYs/OWYs

6. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 322,353 applicants were referred and 195,826 of them were placed for locally available jobs and overseas placement. Some 89,340 workers were assessed of whom 76,012 were given certification. Training and re-training in ICT and in-demand skills were also given to 287,411 workers.

7. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to December 2003, a total of 8,132,602 textbooks were procured for NCR resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6 and in the 1st and 2nd Year High School, except for English 3 and Filipino 3 (Grade 3) with a ratio of 1:30 and 1:39, respectively. For the 3rd and 4th year High School, the textbook ratio ranges from 1:1.9 to 1:2, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. About 82,813 teachers manual was also distributed in NCR.

8. Upgrade Math and Science education (DepEd)

Accomplishment: Some 37,825 public and private school teachers in NCR were trained on the new Basic Education Curriculum and 1,042 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

9. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P300 million in loans were provided to 3,587 needy 3rd,4th, 5th and graduating college students in 265 higher educational institutions in NCR.

10. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 12 rolling stores and 111 stationary stores in NCR which sold basic commodities at low prices such as rice, sugar, and herbal and over-the-counter medicines.

11. Reduce traffic congestion in Metro Manila (MMDA)

Accomplishment: Average travel speed in major thoroughfares, i.e., EDSA, R. Magsaysay – Aurora Blvd., Espana - Quezon Blvd., Shaw Blvd, E. Rodriguez Blvd., Taft Avenue, Buendia, Ortigas, Commonwealth, Rizal Avenue, A. Bonifacio, South Super Highway, Roxas Blvd., Pres. Quirino and C.M. Recto, increased from 13.5 kph in July 2001 to 26.85 kph in February 2004 through efficient traffic flow management and provision of infrastructure and other support facilities:

  • Use of yellow lanes by buses plying EDSA.
  • Establishment of six MMDA Road Emergency stations to accelerate response to traffic accidents and unexpected traffic gridlocks.
  • Establishment of 30 U-turn slots which increased travel speed in the following intersections from 1 kph to 14 kph: Buendia/Roxas Boulevard-Taft Avenue, Katipunan Ave., along C5 Libis, Commonwealth Philcoa, Mindanao Ave./Rd. 20, Mindanao Ave./Congressional Ave., C5 Julia Vargas to Kalayaan and Commonwealth to COA.
  • Installation of 9,543 traffic signs all over the metropolis.
  • Construction of C5/Ortigas Ave. Extension Interchange, EDSA/Quezon Avenue Interchange, C5/Boni Serrano/Katipunan Ave. Interchange and Ortigas Ave. Extension (C5 to Tikling) and 12 footbridges in Metro Manila.
  • Undertook traffic management activities such as road widening and sidewalk clearing, Parking Discipline Program, registration and monitoring of tow trucks, "no-contact apprehension", upgrading and professionalization of traffic enforcers.

12. Mass transit transport system (DOTC/LRTA)

Accomplishment:

  • Metro Manila commuter train loop completed: from Blumentritt to Pasay through LRT 1, then to Cubao through MRT 3 onward to Sta. Mesa through LRT 2 and back to Blumentritt through PNR line.
  • Metro Manila Strategic Mass Rail Transit Development Project (Santolan, Pasig City to Recto) shall ease heavy congestion along the Marcos Highway, Aurora Blvd., R. Magsaysay Blvd. and Legarda Avenue. MRT Line 2 is expected to accommodate ridership of about 600,000 passengers per day further increasing to about 810,000 passengers per day by the year 2010. The Santolan to Cubao station started operation in April 2003 while Cubao to Legarda station (part of Phase 2) started on 5 April 2004. The remaining station in Recto station to be operational in October 2004.
  • LRT Line 1 Capacity Expansion Project II (Taft Avenue-Rizal Avenue corridor), involves the purchase of 12 additional air-conditioned 4-car trains, additional civil works and air-conditioning of old fleets to provide more air-conditioned trains to commuters. Airconditioning of all 65 running LRVs have been completed as of June 2004.

13. Program to address Metro Manila’s garbage problem (MMDA)

Accomplishments:

  • Monitored/supervised garbage disposal facilities in Rodriguez, Rizal and Tanza, Navotas to accommodate 4,500 tons/day volume of garbage in Metro Manila
  • Waste Reduction and Materials Recovery Facility in Las Piñas and Manggahan were established to recycle garbage
  • Conducted community planning for 10 pilot Material Recovery Facility (MRF) sites: Brgys. 52 and 56 (Caloocan), Brgy. Niugan (Malabon), Brgy. Tunasan (Muntinlupa), Brgy. Sto. Nino (Paranaque), Brgy. Pilar (Las Pinas), Brgy. 598 (Manila), Brgy. Tanza (Navotas), Brgy. Corazon de Jesus (San Juan), Brgy. Comembo (Makati), and Brgy. Vasra (Quezon City).
  • Implemented Unified Approach to Solid Waste Management. Ten LGUs in Metro Manila (San Juan, Pateros, Las Piñas, Pasay, Marikina, Pasig, Taguig, Paranaque, Mandaluyong, Malabon) have enacted local ordinances adopting the UASWM program to unify garbage collection system in Metro Manila such as: a) door-to-door collection; and b) specific day and time of collection. Information education campaign (IEC) materials containing information on UASWM (RA 9003) and Community Based Ecological Solid Waste Management were produced to promote public awareness on solid waste management programs.
  • Instituted Waste Reduction Programs such as "Basura Palit Bigas" in 17 markets and Paper Waste Recycling Project involving 64,074 households for recovery of dry recyclables. Waste reduction and materials recovery facilities in Las Pinas and Manggahan were established to recycle garbage.

14. Streamlining LGU operations (DILG)

Accomplishment: All 17 cities/municipalities in NCR have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

Accomplishment: Of the 1,693 barangays in NCR, 1,239 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

16. SME Market Centers (DTI)

Accomplishment: SME Market Centers in Makati, Quezon City, Manila, Valenzuela and Pasig were strengthened to serve as one-stop shops for SMEs providing information and business counseling on SME management and development strategies.

17. Development of Economic Zones (PEZA)

Accomplishment: From January 2001 to December 2003, a total of 12 ecozones were proclaimed in NCR to respond to demands for ready-to-occupy locations for investments. The operating ecozones employed a total of 8,505 workers.

18. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P20,917,412 was provided as seed money to 235 micro enterprises benefiting 4,891 families in NCR.

19. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 50,047 families in NCR benefited from the program amounting to P21M. Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

20. Road RORO Terminal System (Strong Republic Nautical Highway)

Accomplishment: The SRNH is an inter-modal transport system inter-connecting the islands of the archipelago.

The Manila-Batangas-Calapan-Roxas-Caticlan-Iloilo-Bacolod-Dumaguete-Dapitan route was opened to spur inter-island farm trade and improve the distribution system of food and agricultural products from Mindanao to Luzon.

  • Decreased transport cost by 37%-43% for passengers and 24%-34% for cargoes
  • Decreased travel time by 12 hours

The Manila-Batangas-Dumaguete-Cagayan de Oro route decreased travel time by 10 hours.

21. Completion of major infrastructure projects (DOT, DPWH, MMDA, DOTC)

Accomplishments: The following infrastructure projects were completed in Metro Manila:
