3. Health insurance for
the poor (Philhealth)
Accomplishment:
Under the Enhanced Greater Medicare Access (GMA) program, some 2,037,795 beneficiaries
or 407,559 urban and rural poor families in Region 1 have been given health insurance.
Among the services covered
by the program include payment of room and board accommodation in hospitals from P200 to
P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement);
payment of professional fees of attending physician from P600 but not to exceed P2,500 per
day.
Philhealth also provides
maternity packages for normal delivery and health packages for tuberculosis patients.

Accomplishment:
For CY 2001, P264.48 million was allocated for Region1, of which P264.48 million has been
utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU
Counterparting programs under AFMA.
For CY 2002, P167.61
million was allocated for Region1, of which P168.99 million has been utilized for the rice
and corn, high value crops, livestock, and fisheries programs under AFMA.

6. Deployment of rolling stores (NFA)
Accomplishment:
Maintained operations of 2 rolling stores (La Union) and 4 stationary stores in Region 3
which sold basic commodities at low prices such as rice, sugar and herbal and
over-the-counter medicines.
7. Push for
Resolution of the Coconut Levy Issue in Favor of Coconut Farmers (PCA)
Accomplishment:
Following the decision of the Supreme Court declaring coconut levy funds as prima facie
funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment
Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance
and credit and upgraded insurance coverage for coconut farmers.
The government
enrolled 11,588 coconut farmer-beneficiaries in Region 1 in the upgraded insurance
coverage program which increased their insurance coverage from P5,000 to P10,000.

10. Improvement
in student-textbook ratio (DepEd)
Accomplishment:
From June 2001 to September 2003, a total of 4,850,459 textbooks were procured for Region
1 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6 and in the 1st and 2nd
Year High School.
For the 3rd and
4th year High School, the textbook ratio ranges from 1:1 to 1:2. 45,708
Teachers Manuals were also distributed in the region benefiting 2,313 recipient schools in
148 school districts and 398 public high schools.
11. Upgrading of
Math and Science Education (DepEd)
Accomplishment:
Some 77,632 public and private school teachers in Region 1 were trained on the new Basic
Education Curriculum and 368 were trained on the linear, sequential approach in teaching
Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period
or 420 minutes per week.

Accomplishment:
As of 30 September 2003, 4 of the 6 electric cooperatives in Region I have secured
approval for rate reduction ranging from 7 to 14 centavos per kilowatt-hour.
14. Provision of
job opportunities (DOLE)
Accomplishment:
Through the Public Employment Service Offices in the Region, a total of 105,888 applicants
were referred and 86,146 were placed for locally available jobs and overseas placement.
Some 28,309 workers were assessed and 8,693 of them were given certification. Training and
re-training in ICT and in-demand skills were also given to 99,682 workers.
15. SME Market Centers (DTI)
Accomplishment:
SME Market Centers in Pangasinan and La Union were strengthened to serve as one-stop shop
for SMEs providing information and business counseling on SME management and development
strategies.
16. GMA Centers
(GMACs) in Barangays (DILG)
Accomplishment:
All 3,265 barangays in Region 1 have established GMA Centers to disseminate quality
information on national government programs and advocate services delivered by national
government agencies to community residents, such as livelihood, job opportunities, peace
and order, public safety, health and sanitation, educational and social welfare,
agricultural support services, infrastructure development, environmental management and
sports development.

Streamlining of LGU operations (DILG)
Accomplishment: 8
cities and 76 municipalities in all 4 provinces in Region 1 have installed customer
complaint desks, established one-stop shops processing and simplified civil application
system issuing business and building permits, certificates of occupancy and real property
documents (i.e., real property tax, capital gains tax and inheritance property tax).

Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)
Accomplishment:
The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and
disadvantaged sectors of society with timely access to credit and development
opportunities.
From January 2001 to March
2004, a total of P22,399,335 was provided as seed money to 287 micro enterprises
benefiting a total of 5,547 families in Region 1.
19. Kapit-Bisig Laban
sa Kahirapan - Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS)
Program (NAPC, DSWD)
Accomplishment:
As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery
of social services to urban and rural communities to address their immediate and long-term
needs. Some 58,971 families in 4 provinces covering 223 barangays in Region 1 benefited
from the program.
Among the benefits
provided by KALAHI-CIDSS include medical missions, construction of potable water supply
and provision of immediate relief and rehabilitation assistance to areas affected by
natural calamities.
20. Improved access to
health services and facilities (DOH)
Accomplishments:
- Piloted Bangui District Hospital and its
catchment municipalities for inter-local health zone (ILHZ) and provided grants for the
upgrading of Bacarra and Solsona Rural Health Units (RHUs).
- Provided water supply system through the
Water for Life Project benefiting 355 households in 4 barangays, namely: Brgys. Tara,
Bolinao, Pangasinan and San Jose and Namagbagan, in Anda, Pangasinan and Brgy. Cadumanian,
Rosario, La Union
- Conducted a region-wide fogging operation
benefiting 2,605 houses, 4,365 school buildings and 112 markets and resulting in dramatic
decline in the number of dengue cases from 2,444 in 2001 to only 221 cases in 2002

22. Scholarship Programs (DepEd,

Accomplishment: Under
the Iskolar Para sa Mahirap na Pamilya, 5 million indigent families can each send one
child to college or technical-vocational course through a grant of P20,000 for two years
for a vocational course or P40,000 for a four-year college course to cover basic tuition,
transportation and food allowance. As of June 2004, a total of 174 Certificate of
Educational Assistance have been awarded to recipient-families in Region 1.

Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P11.58 million in loans
were provided to 2,135 needy 3rd, 4th, 5th and graduating
college students in 57 higher educational institutions in Region 1. |
