MAJOR ACCOMPLISHMENTS IN REGION 11


1. Mass housing for 150,000 workers and the very poor

Accomplishment: Some 1,131 households in Region 11 have been provided housing assistance through sites and services, land tenurial assistance program, Community Land Acquisition Program, grants-in-aid for housing and other housing materials assistance from January 2001 to December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: A total of 2,614 households have been provided security of land tenure in Region 11 through community mortgage program.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 2 DOH-retained hospitals, 3 provinces, 1 city and 4 municipalities in Region 11 are provided with low-cost imported medicines under the government’s GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 611,535 beneficiaries or 122,307 urban and rural poor families in Region 11 were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 144,882 jobs were generated in agriculture in Region 11

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P323.83 million was allocated for Region 11, of which P322.58 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P223.81 million was allocated for Region 11, of which P227.49 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P199.72 million was allocated for Region 11, of which P163.37 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P162.45 million was allocated for Region 11, of which P43.46 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 3 rolling stores and 21 stationary stores in Region 11 which sell basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled some 76,514 coconut farmer-beneficiaries in Region 11 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 6,089,331 textbooks were procured for Region 11 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for Filipino 3 and English 3 (Grade 3) with a ratio of 1:36 and 1:28, respectively.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.8 to 1:2.1, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 24,179 Teachers Manuals in 1,541 school recipients in 87 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 22,399 public and private school teachers in Region 11 were trained on the new Basic Education Curriculum. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P12.06 million in loans were provided to 2,412 needy 3rd, 4th, 5th and graduating college students in 71 higher education institutions in Region 11.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 130 barangays in Region 11 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, 2 of the 3 electric cooperatives in Region 11 have secured approval for rate reduction of P0.0867 and P0.3810 per kilowatt-hour.

The Davao Norte Electric Cooperative and Davao Sur Electric Cooperative improved their performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

16. OPEC funded-community projects in conflict areas of Mindanao (ARMM Social Fund)

Accomplishments: Some P2.5 M was provided for 3 subprojects for health, timber port, irrigation, and training & capability building activities in Davao del Sur.

17. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 93,025 applicants were referred and 59,951 of them were placed for locally available jobs and overseas placement. Some 11,288 workers were assessed of whom 3,744 were given certification. Training and re-training in ICT and in-demand skills were also given to 77,116 workers.

18.SME Market Centers (DTI)

Accomplishment: SME Market Center in Davao City was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

19. Tourism infrastructure projects (DOT, DOTC)

Accomplishment: The following infrastructure projects were completed to help boost tourism in Region 11:

  • Viewdeck with restroom in Brgy. Leon Garcia, Davao City and in Panas waterfalls in Davao del Norte
  • Construction of new passenger shed and parking area in Samal Island port

20. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: Of the 1,158 barangays in Region 11, 1,148 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

22. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to 1st Quarter 2004, a total of P20,011,646 was provided as seed money to 200 micro enterprises benefiting 4,521 families in Region 11.

23. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 26,925 families in 6 provinces covering 42 barangays in Region 11 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

24. Improved access to health services and facilities (DOH)

Accomplishments:

  • Provided technical assistance to 57 LGUs on the Monitoring of "Patak sa Asin" campaign
  • Covered 98% of the target children for the two rounds of "Patak Polio" immunization campaign and attained 100% of the target children (12-59 months) for the two rounds of Vitamin A Supplementation under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).

25. Completion of major infrastructure projects (DPWH, DOTC)

Accomplishment:

  • Preventive maintenance of Agusan-Davao Rd. (Monkayo-Montevista Section) in Compostela Valley
  • Air navigation facility (RCAG) in Davao Airport
  • Reconstruction of old quay at Davao Port in Davao City
  • Repair/renovation of Davao Quarantine Office in Davao City

26. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Improved the production output for the fish hatchery of about 200 fishermen, employed about 13 direct workers and generated P3 million in revenues through the freshwater fish hatchery project in Los Amigos, Tugaok, Davao City
  • Generated 15 new jobs and more than P4 million revenues in mango processing and puree dried and juice benefiting 2 cooperatives in the region
