Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 611,535 beneficiaries or 122,307 urban and rural poor families in Region 11 were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

Accomplishment: 144,882 jobs were generated in agriculture in Region 11

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P323.83 million was allocated for Region 11, of which P322.58 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P223.81 million was allocated for Region 11, of which P227.49 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P199.72 million was allocated for Region 11, of which P163.37 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P162.45 million was allocated for Region 11, of which P43.46 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

Physical Accomplishments from January 2001- May 2004:

• Irrigation

• Post-harvest

• Constructed, rehabilitated and upgraded 64 multi-purpose drying pavements, 15 biogas digester, one (1) livestock auction market, 2 abattoirs, and 2 meat laboratory/processing centers.
• Distributed 4 mechanical dryers, 38 corn shellers and 57 village level processing equipment

• Established one (1) GET Excel Tilapia central hatchery in Nabunturan, Compostela Valley.

- Provided loans to 105,018 farmers amounting to P 2,388.46 million and guaranteed loans to 3,754 farmers amounting to P 125.82 million.

• Conducted 100 trainings with 4,073 participants (RTC-Panabo, Davao).

• Conducted the Agri-Aqua Fair (Davao City), 2^nd Mindanao Durianlink 2002 (Davao City), 17^th Kadayawan sa Dabaw Horticulture Exhibit (Davao City), Davao Agri-Industrial Trade Exhibits (Davao City), and 1^st Southern Mindanao Vegetable Congress (Davao City)
• Market matched on the following commodities/products:

• Banana (cardaba, Cavendish, and lakatan) matched 1,110 MT valued at P4.7 million benefiting 167 farmers.
• Mango matched 303 MT valued at P4 million benefiting 167 farmers.
• Assorted vegetables (turnips,sayote,lettuce, red onions, bell pepper, squash, asparagus, potato, baguio beans, chicharo, broccoli, ampalaya etc.) with a total volume of 14.67 MT valued at P246,325 benefiting 34 farmer members of Vegetable Industry Council of S.Mindanao.
• Calamansi -1 MT valued at P21,200 supplied by 6 members of RIC of Davao del Norte.
• Corn – for white corn, matched 116,548 MT valued at P955,693,600 and for yellow corn matched 200 MT valued at P1.4 million benefiting 1,527 farmers.

• Research and Development

- Supported the operationalization and strengthening of 2 Development R&D networks

• Salary Supplement

- Provided monthly incentive allowance to 862 LGU extension workers.

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled some 76,514 coconut farmer-beneficiaries in Region 11 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

A total of 13,517 families in Region 11 have been covered by the Coconut Farmers Food Access Program, which provided basic commodities at low prices.

Accomplishment: Land distribution in Region 11 covered 36,419 hectares – 19,529 hectares by DAR from January 2001 to June 2004 and 16,890 hectares by DENR from January 2001 to April 2004:

Almost 14,000 indigenous peoples were benefited by the 3 CADTs issued by the government in Davao Oriental and Compostela Valley from January 2001 to June 2004:

• Boston, Davao Oriental: 19,151.44 hectares to benefit 3,259 individuals from the Mandaya Tribe
• Monkayo, Compostela Valley: 30,468.23 hectares to benefit 2,189 individuals from the Manobo-Dibabawon-Mandaya-Mangguangan tribes
• New Bataan, Compostela Valley: 92,413.87 hectares to benefit 8,443 individuals from the Mandaya-Mansaka tribes

10. School building in every unserved barangay (DPWH and DepEd)

Accomplishment: A total of 19 school buildings in unserved barangays in Region 11 were completed as of May 2004.

Accomplishment: From June 2001 to September 2003, a total of 6,089,331 textbooks were procured for Region 11 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1^st and 2^nd Year High School, except for Filipino 3 and English 3 (Grade 3) with a ratio of 1:36 and 1:28, respectively.

For 3^rd and 4^th Year High School, the textbook ratio ranges from 1:1.8 to 1:2.1, except for Mathematics 3 (3^rd Year High School) which has a 1:1 ratio. Distributed 24,179 Teachers Manuals in 1,541 school recipients in 87 school districts in the region.

Accomplishment: Some 22,399 public and private school teachers in Region 11 were trained on the new Basic Education Curriculum. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P12.06 million in loans were provided to 2,412 needy 3^rd, 4^th, 5^th and graduating college students in 71 higher education institutions in Region 11.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 130 barangays in Region 11 were provided electricity.

Accomplishment: As of 30 September 2003, 2 of the 3 electric cooperatives in Region 11 have secured approval for rate reduction of P0.0867 and P0.3810 per kilowatt-hour.

The Davao Norte Electric Cooperative and Davao Sur Electric Cooperative improved their performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

16. OPEC funded-community projects in conflict areas of Mindanao (ARMM Social Fund)

Accomplishments: Some P2.5 M was provided for 3 subprojects for health, timber port, irrigation, and training & capability building activities in Davao del Sur.

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 93,025 applicants were referred and 59,951 of them were placed for locally available jobs and overseas placement. Some 11,288 workers were assessed of whom 3,744 were given certification. Training and re-training in ICT and in-demand skills were also given to 77,116 workers.

Accomplishment: SME Market Center in Davao City was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

Accomplishment: The following infrastructure projects were completed to help boost tourism in Region 11:

• Viewdeck with restroom in Brgy. Leon Garcia, Davao City and in Panas waterfalls in Davao del Norte
• Construction of new passenger shed and parking area in Samal Island port

Accomplishments: Of the 1,158 barangays in Region 11, 1,148 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

Accomplishments: 5 cities and 38 municipalities in 4 provinces in Region 11 have established one-stop shop processing centers/installed customer complaint desks/ have simplified civil application system:

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to 1^st Quarter 2004, a total of P20,011,646 was provided as seed money to 200 micro enterprises benefiting 4,521 families in Region 11.

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 26,925 families in 6 provinces covering 42 barangays in Region 11 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

• Provided technical assistance to 57 LGUs on the Monitoring of "Patak sa Asin" campaign

• Covered 98% of the target children for the two rounds of "Patak Polio" immunization campaign and attained 100% of the target children (12-59 months) for the two rounds of Vitamin A Supplementation under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).
