1.Mass housing for 150,000 workers and the very poor (HUDCC)

Accomplishment: Some 2,608 households in Region 12 have been provided housing assistance through slum upgrading, resettlement, sites and services, cooperative housing, Community Land Acquisition Program and other socialized housing programs from January 2001 – December 2003.

2. Low-priced medicines (DOH and DTI)

Accomplishment: 2 DOH-retained hospitals, 2 provinces, 2 municipalities and 1 city in Region 12 are provided with low-cost imported medicines under the government’s GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

3. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 1,847,940 beneficiaries or 369,588 urban and rural poor families in Region 12 were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

4. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 68,126 jobs were generated in agriculture in Region 12.

5. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P268.20 million was allocated for Region 12, of which P266.21 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P164.08 million was allocated for Region 12, of which P170.09 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P79.21 million was allocated for Region 12, of which P59.70 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P39.42 million was allocated for Region 12, of which P1.69 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

6. Complete Mal-Mar Dam by September 2001 (NIA) Accomplishment: Completed and inaugurated the Mal-Mar irrigation dam (September 2001) and bridge and siphon (November 2003), which watered 4,278 hectares and connected two provinces (Maguindanao and North Cotabato) and six municipalities (Kabacan, Carmen, Pikit, Pagagawan, Pagalungan and Aleosan) to benefit 4,549 farmer-members

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 8 rolling stores in Region 12 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which include access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled some 49,992 farmer-beneficiaries in Region 12 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

Almost 715 indigenous peoples from the Arumanen tribe and IP migrants in Carmen, Cotabato were benefited by the Certificate of Ancestral Domain Title (CADT) issued by the government covering 5, 680.6281 hectares.

10. School building in every unserved barangay (DPWH and DepEd)

Accomplishment: A total of 92 school buildings in unserved barangays in Region 12 were completed as of May 2004.

11. Improve student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 3,778,065 textbooks were procured for Region 12 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for Filipino 3 and English 3 (Grade 3) with a ratio of 1:3.6 and Science 2 (2nd Year High School) with a ratio of 1:2.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.1 to 1:3.6, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 38,138 Teachers Manuals in 1,642 school recipients in 113 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 23,829 public and private school teachers in Region 12 were trained on the new Basic Education Curriculum. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P300 million in loans were provided to 1,652 needy 3rd, 4th, 5th and graduating college students in 69 higher educational institutions in Region 12.

14. Barangay Energization (DOE)

Accomplishment: From July 2001 to June 2004, 175 barangays in Region 12 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 4 electric cooperatives in Region 12 have secured approval for rate reduction ranging from P0.0249 to P0.0899 per kilowatt-hour.

The North Cotabato Electric Cooperative improved its performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

16. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 80,512 applicants were referred and 58,951 of them were placed for locally available jobs and overseas placement. Some 18,488 workers were assessed of whom 7,723 were given certification. Training and re-training in ICT and in-demand skills were also given to 61,624 workers.

17. SME Market Centers (DTI)

Accomplishment: SME Market Center in South Cotabato was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

18. Development of Economic Zones (PEZA)

Accomplishment: Sarangani Economic Development Zone in Polomolok, South Cotabato, which was proclaimed on 29 April 2002 to respond to demands for ready-to-occupy locations for investments, has employed a total of 3,691 workers.

19. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: Of the 1,192 barangays in Region 861 barangays have already established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

20. Streamline LGU operations (DILG)

Accomplishment: 12 cities/municipalities in all 4 provinces in Region 12 have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

21.. OPEC funded-community projects in conflict areas of Mindanao (ARMM Social Fund)

Accomplishments: Some P44.4 million was provided for 60 subprojects in education facilities, irrigation, health and water sanitation projects, and training & capability building activities

22. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P13, 595,500 was provided as seed money to 108 micro enterprises benefiting 2,962 families in Region 12.

23. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program, was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 45,245 families in 3 provinces covering 47 barangays in Region 12 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

24. Relief and rehabilitation projects in Central Mindanao (DSWD)

Accomplishments: The government provided relief augmentation and shelter assistance amounting to P45.74 M, and 30,577 bags of NFA rice benefiting some 37,162 families from February to July 2003.

25. Improved access to health services and facilities (DOH)

Accomplishments:

  • Provided 35 LGUs with P3.9 million worth of drugs and medicines and 7 LGUs with project grant
  • Covered 95% of the target children for the two rounds of "Patak Polio" immunization campaign and attained 100% of the target children in the two rounds of Vitamin A Supplementation under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).
  • Institutionalized the Collaboration Center on Epidemiology and Surveillance for Mindanao

26. Completion of major infrastructure projects (DPWH)

Accomplishments:

  • Concrete paving of Maramag-Kibawe-Kabacan National Rd (Carmen-Damulog Section) in North Cotabato
  • Preventive maintenance of Matalam-M’lang-Bagontapay Road in North Cotabato

27. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Apo Sandawa Multi-Purpose Cooperative in Pres. Roxas, Cotabato Province generated 15 jobs and P50,000 monthly income in ceramics/pottery making
