1. Mass housing for 150,000 workers and the very poor (HUDCC)

Accomplishment: Some 4,457 households in Region 13 have been provided housing assistance through slum upgrading, resettlement, sites and services, cooperative housing, Community Land Acquisition Program from January 2001 to December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: Some 404 households have been provided security of land tenure in Region 13 through the community mortgage program.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 2 DOH-retained hospitals and 4 provinces, 2 cities and 4 municipalities in CARAGA sold low-priced medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 1,362,735 beneficiaries from 272,547 urban and rural poor families in CARAGA were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 94,786 jobs were generated in agriculture in CARAGA.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P171.88 million was allocated for CARAGA, of which P169.83 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P96.92 million was allocated for CARAGA, of which P92.31 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P136.14 million was allocated for CARAGA, of which P80.26 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P62.19 million was allocated for CARAGA, of which P7.91 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled 104,790 coconut farmer-beneficiaries in CARAGA in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

10. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 3,416,191 textbooks were procured for CARAGA resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for Filipino 3 and English 3 (Grade 3) with a ratio of 1:2.8 and Science 2 (2nd Year High School) with a ratio of 1: 2.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.2 to 1:6.2, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 36,266 Teachers Manuals in 1,567 recipient schools in 90 school districts in the region.

11. Upgrading of Math and Science Education (DepEd)

Accomplishment: Some 16,489 public and private school teachers in CARAGA were trained on the new Basic Education Curriculum and 506 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

12. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 110 barangays in CARAGA were provided electricity.

13. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 7 electric cooperatives in CARAGA have secured approval for rate reduction ranging from P0.0839 to P0.3828 per kilowatt-hour.

The Siargao Electric Cooperative improved its performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

14. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 36,464 applicants were referred and 29,253 of them were placed for locally available jobs and overseas placement. Some 9,797 workers were assessed of whom 4,741 were given certification. Training and re-training in ICT and in-demand skills were also given to 61,624 workers.

15. SME Market Centers (DTI)

Accomplishment: SME Market Center in Agusan del Norte was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

16. Tourism infrastructure projects (DOTC)

Accomplishment: The following infrastructure projects were completed to help boost tourism in CARAGA:

  • Construction of passenger terminal building and installation of passenger amenities in Surigao port
  • Widening of causeway, reclamation and wharf extension of Port of Del Carmen to access surfing destination in General Luna

17. GMA Centers (GMACs) in Barangays (DILG)

Accomplishment: All 1,308 barangays in CARAGA have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

18. Streamlining LGU operations (DILG)

Accomplishment: 3 cities and 20 municipalities in all 4 provinces in Region 13 have installed customer complaint desks and established one-stop shop centers processing and issuing business permits, building permits, certificates of occupancy and real property documents (i.e. real property tax, capital gains tax and inheritance property tax).

19. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P10,085,546 was provided as seed money to 95 micro enterprises benefiting 2,300 families in CARAGA.

20. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 38,254 families in 4 provinces covering 114 barangays in CARAGA benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

21. Improved access to health services and facilities (DOH)

Accomplishments:

  • Covered 95% of the target children for the two rounds of "Patak Polio" immunization campaign and attained 100% of the target children in the two rounds of Vitamin A Supplementation among children 12-59 months under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).

22. Completion of major infrastructure projects (DPWH, DOTC)

Accomplishments:

  • Surigao-Davao Road Rehabilitation Project, Bayugan-Awa-San Francisco Section in Agusan del Sur
