4.          Health insurance for the poor (Philhealth) 

Accomplishment:  Under the Enhanced Greater Medicare Access (GMA) program, some 2,702,750 beneficiaries or 540,550 urban and rural poor families in Region 3 have been given health insurance.

 

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

 

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5.         New jobs in agriculture and fisheries sector (DA)   

Accomplishment:   238,745 jobs were generated in agriculture in Region 3.

 

6.                   Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment:    For CY 2001, P294.51 million was allocated for Region 3, of which P294.50 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

 

For CY 2002, P211.37 million was allocated for Region3, of which P212.81 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

 

For CY 2003, P224.81 million was allocated for Region3, of which P179.77 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

 

For CY 2004, P105.75 million was allocated for Region3, of which P33.52 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

-           Constructed, rehabilitated and upgraded 40 multi-purpose drying pavements, four (4) trading posts/centers, three (3) cold storages, and 20 biogas digesters.

7.             Deployment of rolling stores (NFA)

            Accomplishment: Maintained operations of 7 rolling stores and 44 stationary stores in Region 3 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8.         Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment:  Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

 

The government enrolled 10,478 farmer-beneficiaries in Region 3 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000

11.             Improvement in student-textbook ratio (DepEd)

Accomplishment: From June 2001 to December 2003, a total of 8,717,809 textbooks were procured for Region 3 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for English 3 (Grade 3) with a textbook ratio range of 1:23 to 1:26. 

 

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.6 to 1:2, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 74,392 Teachers Manuals in 2,673 school recipients in 167 school districts in the region.

 

12.             Upgrading of  Math and Science education (DepEd)

Accomplishment: Some 42,521 public and private school teachers in Region 3 were trained on the new Basic Education Curriculum and 662 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

 

13.             Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Iskolar Para sa Mahirap na Pamilya, 5 million indigent families can each send one child to college or technical-vocational course through a grant of P20,000 for two years for a vocational course or P40,000 for a four-year college course to cover basic tuition, transportation and food allowance.  As of June 2004, a total of 180 Certificate of Educational Assistance have been awarded to 120,380 recipient families in Region 3.

 

            Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P10.84 million in loans were provided to 1,413 needy 3rd, 4th, 5th and graduating college students in 158 higher education institutions in Region 3.

 

14.             Barangay energization (DOE)

Accomplishment:  From July 2001 to June 2004, 73 barangays in Region 3 were provided electricity.

15.             Restructuring of Electric Cooperatives (DOE, NEA) 

Accomplishment:  As of 30 September 2003, all 12 electric cooperatives in Region 3 have secured approval for rate reduction ranging from 5 to 3 centavos per kilowatt-hour.

 

16.             Provision of job opportunities   (DOLE)

            Accomplishment: Through the Public Employment Service Offices in Region 3, a total of 195,511 applicants were referred to government offices, placement agencies and private organizations and 140,091 were placed for local jobs and overseas placement. Some 12,073 workers were assessed and 5,006 of them were given certification. Training and re-training in ICT and in-demand skills were also given to 167,948 workers.

 

17.        SME Market Centers   (DTI)

Accomplishment:  The SME Market Centers in Pampanga and Olongapo were strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

 

18.             Development of Economic Zones   (PEZA, DTI)

Accomplishment: The TIPCO Estates Corporation (TECO) Special Economic Zone in Pampanga and Agus Industrial Estate in Bulacan were proclaimed on 20 January 2003 and 03 March 2003, respectively, to respond to demands for ready-to-occupy locations for investments.

 

19.        GMA Centers (GMACs) in Barangays (DILG)

Accomplishment:  All 3,100 barangays in Region 3 have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

20.                Streamlining LGU operations (DILG)

Accomplishment: 12 cities and 60 municipalities in all 7 provinces in Region 3 have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

21.        Self-Employment Assistance-Kaunlaran (SEA-K) Program  (DSWD) 

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

 

From January 2001 to March  2004, a total of P29,547,500 was provided as seed money to 291 micro enterprises benefiting a total of  6,500 families in Region 3.

 

22.        Kapit-Bisig Laban sa Kahirapan and Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program  (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs.  Some 150,000 families in all provinces covering more than 152 barangays in Region 3 benefited from the program. 

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities amounting to P52,213,287.21 for the period January 2001 to September 2003.

23.             Improved access to health services and facilities  (DOH)

            Accomplishments:

§         Launched 10 Unified Local Health System (ULHS) areas out of the 12 areas in Region 3 that were organized and developed

§         Assessed 22 drugstores in Region 3 for Gawad Botika wherein 4 were given plaques and Quality of Seal Certificates

§         Exceeded by 6% the target children in Region 3 for the two rounds in the Patak Polio immunization campaign under the Garantisadong Pambata Program.  The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).

24.        Road RORO Terminal System (Strong Republic Nautical Highway) (DOTC)

Accomplishment: The SRNH is an inter-modal transport system inter-connecting the islands of the archipelago. The Manila-Orion, Bataan route of the SRNH was opened in September 2003 to facilitate trading of agricultural products. 

 

25.             Completion of major infrastructure projects  (DOT, DPWH, DOTC)

Accomplishments:  The following infrastructure projects were completed in Region 3:

 

§         Rehabilitation of the Paskuhan Village to serve as the cultural and historical village in Northern Philippines

§         San Juan Baño Resort perimeter fence at Arayat National Park in Pampanga

§         Improvement of berthing facilities with RORO ramp at Port of Capinpin, Orion, Bataan 

§         Sta. Barbara Bridge in Pampanga

§         Rural Road Network Development projects in Nueva Ecija

§         Preventive maintenance of Daang Maharlika Road (Gapan-San Leonardo-Sta. Rosa-Cabanatuan Section) in Nueva Ecija

§         Pampanga Delta Development Project Flood Control Component, Phase I in Pampanga and Bulacan

§         Pinatubo Hazard Urgent Mitigation Project, Phase II (Rehabilitation/Improvement and Raising of Southwest Corner of Megadike, Baluyot Channel Improvement, and Downstream Channel Improvement Passing Sasmuan)

§         Guimba Hall of Justice in Nueva Ecija

§         Air navigation facilities in Plaridel Airport (Control Tower) in Bulacan and San Jose Airport (FSS) in Nueva Ecija

 

26.             Technology transfer projects (DOST)

Accomplishment:  Through DOST assistance, the following companies in Pampanga and Zambales involved in finishing furniture, adopted new technologies and increased their income by 26% and workers’ efficiency by 20%-70%.  Science and technology interventions involve fabrication and installation of drying tunnel and spray booth, and trainings on wood furnishings and wood bending:

The government also assisted Aurora Hats of Barangay Suklayin, Baler, Aurora in the acquisition of blocking machine and stripping/flattening machines for Sabutan processing.  The project provided employment to 400 workers.

 

DOST assisted AWECA Group of Companies in Pulungbulu, Angeles City in adopting fluidized-bed combustion (FBC) or steam generation which reduced fuel cost expenses generating savings of P27,000-P39,600/year. Five percent of the total savings generated by the firm were shared as incentive bonus to more or less 5% of the total workforce.
