4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, 4,222,965 beneficiaries from 844,593 urban and rural poor families in Region 4 were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in the agriculture and fisheries sector (DA)

Accomplishment: 146,415 jobs were generated in agriculture in Region 4.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P404.90 million was allocated for Region4, of which P403.96 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P388.57 million was allocated for Region4, of which P360.44 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P280.65 million was allocated for Region4, of which P197.57 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P154.11 million was allocated for Region4, of which P53.54 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 13 rolling stores and 68 stationary stores in Region 4 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The amount of P10 M has been approved as advance CSNP funding for Tagkawayan, Quezon. Out of the 1,200 beneficiaries identified by PCA, a total of 145 farmers benefited from the loan package of the conduit bank to finance short-gestation livelihood projects.

The government enrolled 255,874 coconut farmer-beneficiaries in Region 4 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 12,966,002 textbooks were procured for Region 4 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in 1st and 2nd Year High School, except for Filipino 3 (grade 3) with a 1:17 ratio and English 3 (Grade 3) with a 1:14 ratio.

For the 3rd and 4th Year High School, the textbook ratio ranges from 1:1.7 to 1:2.2, except for Mathematics 3 (3rd Year High School), which has a 1:1 ratio. Distributed 90,679 Teachers Manuals in 4,363 school recipients in 248 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 60,480 public and private school teachers in Region 4 were trained on the new Basic Education Curriculum and 856 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Iskolar Para sa Mahirap na Pamilya, 5 million indigent families can each send one child to college or technical-vocational course through a grant of P20,000 for two years for a vocational course of P40,000 for a four-year college course to cover basic tuition, transportation and food allowance. As of June 2004, a total of 1,098 Certificate of Educational Assistance have been awarded to recipient-families in Region 4.

Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P300 million in loans were provided to 1,800 needy 3rd,4th, 5th and graduating college students in 219 higher educational institutions in Region 4.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 326 barangays in Region 4 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: : As of 30 September 2003, 12 electric cooperatives in Region 4 have secured approval for rate reduction ranging from 5 to 7 centavos per kilowatt-hour.

16. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 708,047 applicants were referred and 664,099 were placed for locally available jobs and overseas placement. Some 30,182 workers were assessed and 12,192 of them were given certification. Training and re-training in ICT and in-demand skills were also given to 268,092 workers.

17. SME Market Centers (DTI)

Accomplishment: The SME Market Centers in Cavite, Laguna and Palawan were strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

18. Development of Economic Zones (PEZA, DTI)

Accomplishment: From January 2001 to December 2003, a total of 17 ecozones were proclaimed in Region 4 to respond to demands for ready-to-occupy locations for investments. The operating ecozones employed a total of 191,883 workers.

19. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: Of the 4,008 barangays in Region 4-A, 4,006 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

In Region 4-B, all 1,457 barangays have established GMA Centers.

20. Streamlining LGU operations (DILG)

Accomplishment: 131 cities/municipalities in 5 provinces in Region 4-A and 53 cities/municipalities in 5 provinces in Region 4-B have installed customer complaint desk and established one-stop shop processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

21. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of 37,164,007 was provided as seed money to 356 micro enterprises benefiting a total of 8,065 beneficiaries in Region 4.

22. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 20,524 families in 11 provinces covering 303 barangays in Region 4 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

23. Improved access to health services and facilities (DOH)

Accomplishments:

  • Under the Garantisadong Pambata Program, the government exceeded by 11% the targeted children for the 2 rounds of Patak Polio immunization campaign and covered all target children for supplemental measles mass immunization campaign in identified high-risk areas (Antipolo City; Binan, Laguna; Carmona, Cavite; Taytay, Rizal; and Palawan).

24. Road RORO Terminal System (Strong Republic Nautical Highway) (DOTC)

Accomplishment: The SRNH is an inter-modal transport system inter-connecting the islands of the archipelago.

The Manila-Batangas-Calapan-Roxas-Caticlan-Iloilo-Bacolod-Dumaguete-Dapitan route was opened to spur inter-island farm trade and improve the distribution system of food and agricultural products from Mindanao to Luzon.

  • Decreased transport cost by 37%-43% for passengers and 24%-34% for cargoes
  • Decreased travel time by 12 hours

The Manila-Batangas-Dumaguete-Cagayan de Oro route decreased travel time by 10 hours.

25. Completion of major infrastructure projects (DPWH and DOTC)

Accomplishment: The following infrastructure projects were completed in Region 4:

  • Lucban Village Inn Renovation including the Bahay Kubo and Bahay na Bato Cottages
  • Tagaytay-Palico Road in Batangas

  • Air navigation facilities in Jomalig (DVOR/DME) and Tagaytay (RCAG)
  • Three social reform related feeder port development projects in Quezon
  • Three-storey Bureau of Customs Building with Main and Annex Building in Batangas City
  • Four courtrooms in San Pedro, Laguna

Region 4-B

  • Tabon Caves development in Palawan including the viewdeck at Tabon and Manunggul Cave, and painting of railings and concrete stairs/pathwalk
  • Palawan North Road from Longogan to Roxas
  • Puerto Princesa-Langogan Road in Palawan
  • Air navigation facilities in Palawan (RCAG)
  • Social reform-related feeder port development projects in Romblon (3 ports), and Palawan (5)
  • Bansud Hall of Justice in Oriental Mindoro
  • Construction/rehabiliation of depwells, shallow wells, and spring development in various locations in Romblon

26. Technology transfer projects (DOST)

Accomplishment: The government assisted different micro and small enterprises develop their products by adopting new technologies:

  • Capistrano, Mallari and Buncayao Distilleries in Tayabas, Quezon on standardization, quality improvement and development of original and flavored lambanog and packaging designs. Their product is now being exported to Japan and Europe.
  • CSMI International Corporation in San Francisco, Binan, Laguna which produces ceramic artware and pottery on the use of ceramic incubator.
