1. Mass housing for 150,000 workers and very poor households (HUDCC)

Accomplishment: Some 8,674 households in Region 5 have been provided housing assistance through resettlement, Land Tenurial Assistance Program, Community Land Acquisition Program and other socialized housing programs from January 2001 – December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: A total of 6,319 households have been provided security of land tenure through the Community Mortgage Program in Region 5.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 4 DOH-retained hospitals and 16 outlets in local governments in Region 5 sold low-priced medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, 2,831,875 beneficiaries from 566,375 urban and rural poor families in Region 5 have been given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 48,557 jobs were generated in agriculture in Region 5.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P319.40 million was allocated for Region 10, of which P312.25 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P177.82 million was allocated for Region 10, of which P177.67 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P148.94 million was allocated for Region 10, of which P125.37 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P54.78 million was allocated for Region 10, of which P19.07 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operation of 175 stationary stores in Region 5 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment. Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The amount of P5 M has been released from the President’s Social Fund as advance CSNP funding (to be repaid once levy funds are released) for Pasacao, Camarines Sur. A MOA with National Livelihood Support Fund was signed on October 15, 2002. The first batch of project beneficiaries, consisting of 19 farmers, had engaged in various livelihood projects which include livestock raising, sari-sari store operations, buy and sell business, and fish vending.

The government enrolled 63,543 coconut farmer-beneficiaries in Region 5 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 6,829,323 textbooks were procured for Region 5 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for Filipino 3 (Grade 3) and English 3 (Grade 3) with a ratio ranging from 1:6 to 1:7

For the 3rd and 4th Year High School, the textbook ratio ranges from 1:1.5 to 1:1.8, except for Mathematics 3 (3rd Year High School), which has a 1:1 ratio. Distributed 31,144 Teachers Manuals to 3,049 recipient schools in 160 school districts in the region.

12. Upgrading Math and Science education (DepEd)

Accomplishment: Some 34,343 public and private school teachers in Region 5 were trained on the new Basic Education Curriculum and 652 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Iskolar Para sa Mahirap na Pamilya, 5 million indigent families can each send one child to college or technical-vocational course through a grant of P20,000 for two years for a vocational course or P40,000 for a four-year college course to cover basic tuition, transportation and food allowance. As of June 2004, a total of 50 Certificate of Educational Assistance have been awarded to recipient-families in Region 5.

Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P300 million in loans were provided to 2,532 needy 3rd, 4th, 5th and graduating college students in 73 higher educational institutions in Region 10.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 11 electric cooperatives in Region 5 have secured approval for rate reduction ranging from 5 to 7 centavos per kilowatt-hour.

16. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 41,056 applicants were referred and 26,405 were placed for locally available jobs and overseas placement. Some 23,361 workers were assessed and 4,497 of them were given certification. Training and re-training in ICT and in-demand skills were also given to 132,131 workers.

17. SME Market Centers (DTI)

Accomplishment: The SME Market Center in Albay was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

18. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: All 3,444 barangays in Region 5 have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

19. Streamlining LGU operations (DILG)

Accomplishments: 19 cities/municipalities in 6 provinces in Region 5 have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

20. Self-Employment Assistance-Kaunlaran (SEA-K) Program

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P20,203,255 was provided as seed money to micro enterprises benefiting a total of 3,963 families in Region 5.

21. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 46,274 families in 6 provinces covering 207 barangays in Region 5 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

22. Improved access to health services and facilities (DOH)

Accomplishments:

  • Established Epidemologic Surveillance Units in Masbate, Camarines Norte and Naga City
  • Initiated 2nd dose of Filariasis Mass Treatment in Sorsogon

23. Completion of major infrastructure projects (DOT, DPWH, DOTC)

Accomplishments:

  • Donsol Tourism Visitor Center
  • Tabaco-Ligac Road leading to Mayon Volcano Park
  • Rehabilitation of passenger terminal building in Matnog Port, Sorsogon
  • Rehabilitation of the Naga City-Daraga-Matnog Section of the Calauag-Matnog Road in Camarines Sur and Albay
  • Air navigation facility (DVOR/DME) at Naga Airport
  • Social reform-related feeder port development projects in Camarines Sur (4 ports) and Masbate (2)

24. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Generated jobs for 316 workers composed of weavers, bag makers, twine makers, assemblers and bag lining dryers and bleachers in a company in Malilipot and Malinao, Albay producing bags
  • Generated 90 jobs in at least 45 production areas in Region 5 through the techno-commercialization of all forms of aquatic livelihood technologies, including training, pond establishment, production and maintenance, breeding, sex reversal, post-harvest processing and cage culture
  • Increased by 500% to 1000% the revenues of duck raisers and vendors in Polangui, Albay and Nabua, Camarines Sur through the provision of a 50,000-capacity automated electric incubator, dusk and fowl production technologies
