1. Mass housing for 150,000 workers and very poor households (HUDCC)

Accomplishment: Some 2,847 households in Region 6 have been provided housing assistance through slum upgrading, resettlement, sites and services, cooperative housing, Community Land Acquisition Program and other socialized housing programs from January 2001 – December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: A total of 2,558 households have been provided security of land tenure in the Region 6 through the community mortgage program.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 4 DOH-retained hospitals, 5 provinces, 4 cities and 5 municipalities in Region 6 sold low-cost medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 1,331,005 beneficiaries from 266,201 urban and rural poor families in Region 6 were given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 70,640 jobs were generated in agriculture in Region 6.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P277.87 million was allocated for Region 6, of which P272.90 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P155.10 million was allocated for Region 6, of which P155.92 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P157.19 million was allocated for Region 6, of which P112.43 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P71.72 million was allocated for Region 6, of which P24.90 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 1 rolling store (Guimaras) and 175 stationary store in Region 6 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled 163,053 coconut farmer-beneficiaries in Region 6 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 8,472,775 textbooks were procured for Region 6 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for English 3 (Grade 3) with a 1:6 ratio.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.6 to 1:2.6, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 84,042 Teachers Manuals to 3,623 school recipients in 201 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 52,659 public and private school teachers in Region 6 were trained on the new Basic Education Curriculum. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Iskolar Para sa Mahirap na Pamilya, 5 million indigent families can each send one child to college or technical-vocational course through a grant of P20,000 for two years for a vocational course or P40,000 for a four-year college course to cover basic tuition, transportation and food allowance. As of June 2004, a total of 318 Certificates of Educational Assistance have been awarded to recipient-families in Region VI.

Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P15.74 million in loans were provided to 1,968 needy 3rd, 4th, 5th and graduating college students in 91 higher educational institutions in Region VI.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 442 barangays in Region 6 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 10 electric cooperatives in Region 6 have secured approval for rate reduction ranging from P0.0407 to P0.2170 per kilowatt-hour.

The Antique Electric Cooperative, Iloilo Electric Cooperative I, and Negros Occidental Electric Cooperative improved their performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days.

The Antique EC and Iloilo EC I posted net margins from operations as a result of cost efficiency (non-power cost per customer per year of below P1,300 and customer per employee ratio of more than 150:1).

16. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 175,815 applicants were referred and 133,786 of them were placed for locally available jobs and overseas placement. Some 21,005 workers were assessed of whom 7,171 were given certification. Training and re-training in ICT and in-demand skills were also given to 131,634 workers.

17. SME Market Centers (DTI)

Accomplishment: SME Market Centers in Negros Occidental and Iloilo were strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

18. Tourism infrastructure projects (DOT, DOTC)

Accomplishment: The following infrastructure projects were completed to help boost tourism in Region 6:

  • Boracay Environmental Infrastructure Project including the sewerage and water supply system
  • Upgrading of San Pedro Port in Iloilo City

19. GMA Centers (GMACs) in the Barangays (DILG)

Accomplishments: Of the 4,050 barangays in Region 6, 4,050 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

20. Streamlining LGU operations (DILG)

Accomplishment: 26 cities/municipalities in 5 provinces in Region 6 have established one-stop shop processing center, installed customer complaint desk and simplified civil application system:

21. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P7,290,150 was provided as seed money to 220 micro enterprises benefiting 5,386 families in Region 6.

22. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 22,355 families in 6 provinces covering 150 barangays in Region 6 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

23. Improved access to health services and facilities (DOH)

Accomplishments:

  • Upgrading of the Capiz-Basilan Hospital
  • Covered 88% of target children for the two rounds of "Patak Polio" immunization campaign under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).

24. Road RORO Terminal System (Strong Republic Nautical Highway) (DOTC)

Accomplishment: The SRNH is an inter-modal transport system inter-connecting the islands of the archipelago.

The Manila-Batangas-Calapan-Roxas-Caticlan-Iloilo-Bacolod-Dumaguete-Dapitan route was opened to spur inter-island farm trade and improve the distribution system of food and agricultural products from Mindanao to Luzon.

  • Decreased transport cost by 37%-43% for passengers and 24%-34% for cargoes
  • Decreased travel time by 17%-26%

25. Completion of major infrastructure projects (DPWH, DOTC)

Accomplishments:

  • Preventive maintenance of Bacolod South-Kabankalan Road in Negros Occidental; Iloilo East Coast-Capiz Road (Iloilo-Capiz Circumferential Road, Anilao-Barotac Nuevo); Iloilo-Antique Road in Antique; Iloilo East Coast (Estancia Wharf-Balasan-Carles Road); Bacolod North Rd (Calatrava and San Carlos Sections)
  • Bridge projects: Tabiak Bridge, Guimbal-Igbaras-Tubungan-Leon Rd, Iloilo; Balangubang Bridge, Tiolas-Sinugbuhan Road, Iloilo; and Magdalena Bridge, Anini-y-T. Fornier-Hamtic Rd, Antique
  • Air navigation facilities at Roxas Airport (DVOR/DME), Iloilo Airport (DVOR/DME), Caticlan Airport (Control Tower and NDB), and Kalibo Airport (Control Tower and DVOR/DME)
  • Upgrading of old foreign wharf at Iloilo Port in Iloilo City
  • Feeder port project in Dumangas, Iloilo

26. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Generated 300 jobs in Barangay Bubog, Talisay City in Negros Occidental through the upgrading of production facilities of Far East Bamboo Exports Inc.
  • Generated 260 jobs in Banica, Roxas City through the establishment of electroplating plant and waste water treatment facility
  • Established furniture and fixture production facilities for Tribal Trends Inc. in Barangay Bagacay, Pototan, Iloilo
