1. Mass housing for 150,000 workers and very poor households (HUDCC)

Accomplishment: Some 3,067 households in Region 7 have been provided housing assistance through slum upgrading, sites and services, land tenurial assistance program, and other socialized housing programs from January 2001 – December 2003.

Accomplishment: 6 DOH-retained hospitals, and 38 outlets in local governments in Region 7 sold low-cost medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 2,596,845 beneficiaries from 519,369 urban and rural poor families in Region 7 were been given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 44,390 jobs were generated in agriculture in Region 7.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA) ok

Accomplishment: For CY 2001, P235.92 million was allocated for Region 7, of which P235.11 million has been utilized for the GMA rice and corn, high value crops, livestock, fisheries and DA-LGU counterparting programs under AFMA.

For CY 2002, P199 million was allocated for Region 7, of which P198 million has been utilized for the GMA rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P117.60 million was allocated for Region 7, of which P75.23 million has been utilized for rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P80.05 million was allocated for Region 7, of which P6.53 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 12 stationery stores in Region 7 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA) Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled 193,976 coconut farmer-beneficiaries in Region 7 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 7,461,799 textbooks were procured for Region 7 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for English 3 (Grade 3) with a 1:6 ratio.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.6 to 1:2.4, except for Mathematics 3 (3rd Year High School), which has a 1:1 ratio. Distributed 73,486 Teachers Manuals to 3,248 school recipients in 171 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 27,018 public and private school teachers in Region 7 were trained on the new Basic Education Curriculum and 78 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P300 million in loans were provided to 1,729 needy 3rd, 4th, 5th and graduating college students in 102 higher educational institutions in Region 7.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to January 2004, 326 barangays in Region 7 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishments: As of 30 September 2003, all the 10 electric cooperatives in Region 7 have secured approval for rate reduction ranging from 1 centavo to 50 centavos per kilowatt-hour.

16. Provision of job opportunities (DOLE) ok same update to

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 210,530 applicants were referred and 102,659 of them were placed for locally available jobs and overseas placement. Some 14,249 workers were assessed of whom 7,358 were given certification. Training and re-training in ICT and in-demand skills were also given to 126,634 workers.

17. SME Market Centers (DTI)

Accomplishment: SME Market Center in Cebu was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

18. Development of Economic Zones (PEZA)

Accomplishment: From January 2001 to December 2003, 3 ecozones were proclaimed in Region 7 to respond to demands for ready-to-occupy locations for investments. The operating ecozones employed a total of 19,892 workers.

19. GMA Centers (GMACs) in Barangays (DILG) ok

20. Streamlining LGU operations (DILG)

Accomplishment: 15 cities/municipalities in all provinces in Region 7 have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

21. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD) ok

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P32,381,050 was provided as seed money to micro enterprises benefiting 7,108 families in Region 7.

22. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 102,457 families in 4 provinces covering 246 barangays in Region 7 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

23. Improved access to health services and facilities (DOH)

Accomplishments:

  • Completed the construction of the BFAD Satellite Laboratory at the Eversley Sanitarium at Jagoblao, Mandaue City
  • Provided hospital/medical equipment maintenance service to 140 devolved health facilities in the region

24. Completion of major infrastructure projects (DOT, DPWH, DOTC)

Accomplishments:

  • Completed 61 farm-to-market road projects in Bohol, Cebu, Cebu City, Negros Oriental, and Siquijor
  • Established/constructed the Minglanilla municipal fish port in Cebu

25. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Japan Multimedia Programming in Fortuna Ave, Mandaue City, Cebu trained 193, employed 129, and trained 41 entrepreneurs dealing with software production
  • Regional Metals and Light Engineering Service Center, located at DOST compound in Lahug, Cebu City, generated 16 jobs and acquired different precision machineries for metal working and light engineering
  • FAME Production Philippines, Inc. increased income from P2.7M (July 1999 – June 2000) to P5.6M (July 2001 – June 2002). The company develops, designs and mass produce molds for production of fashion accessories.
