1. Mass housing for 150,000 workers and very poor households (HUDCC)

Accomplishment: Some 2,530 households in Region 8 have been provided housing assistance through resettlement, sites and services, land tenurial assistance program, cooperative housing, Community Land Acquisition Program and other socialized housing programs from January 2001 – December 2003.

Accomplishment: 2 DOH-retained hospitals, and 14 outlets in local governments in Region 8 sold low-cost medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Enhanced Greater Medicare Access (GMA) program, some 1,957,095 urban and rural poor beneficiaries or 391,419 families in Region 8 have been given health insurance.

Among the services covered by the program include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

5. New jobs in agriculture and fisheries sector (DA)

Accomplishment: 68,562 jobs were generated in agriculture in Region 8.

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P261.96 million was allocated for Region 8, of which P259.50 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P165.94 million was allocated for Region 8, of which P165.90 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P128.09 million was allocated for Region 8, of which P109.33 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P44.11 million was allocated for Region 8, of which P13.08 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA) Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled 215,157 coconut farmer-beneficiaries in Region 8 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to June 2003, a total of 6,150,344 textbooks were procured for Region 8 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for English 3 (Grade 3), with a 1:2 ratio.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.1 to 1:5.2, except for Mathematics 3 (3rd Year High School), which has a 1:1 ratio. Distributed 73,325 Teachers Manuals in 3,661 recipient schools in 180 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 23,151 public and private school teachers in Region 8 were trained on the new Basic Education Curriculum. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 546 barangays in Region 8 were provided electricity.

14. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 11 electric cooperatives in Region 8 have secured approval for rate reduction ranging from 2 to 4 centavos per kilowatt-hour.

15. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 136,686 applicants were referred and 126,277 were placed for locally available jobs and overseas placement. Some 10,578 workers were assessed and 2,400 of them were given certification. Training and re-training in ICT and in-demand skills were also given to 62,916 workers.

16. SME Market Centers (DTI)

Accomplishment: The SME Market Center in Leyte was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

17. Tourism infrastructure projects (DOTC)

Accomplishment: The following infrastructure projects were completed to help boost tourism in Region 8:

  • Construction of R.C. wharf in Tacloban Port
  • Maasin Port development
  • Reclamation/fastcraft/RORO berth of Baybay and Hilongos Port in Leyte

18. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: All 4,390 barangays in Region 8 have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

19. Streamlining LGU operations (DILG)

Accomplishment: 4 cities and about 30 municipalities in all provinces in Region 8 have installed customer complaint desks and established one-stop shops processing and issuing business and building permits, certificates of occupancy and real property documents (i.e., real property tax, capital gains tax and inheritance property tax).

20. Self-Employment Assistance-Kaunlaran (SEA-K) Program (DSWD)

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to March 2004, a total of P20,203,255 was provided as seed money to micro enterprises benefiting 4,270 families in Region 8.

21. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 89,129 families in all 6 provinces covering 237 barangays in Region 8 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

22. Completion of major infrastructure projects (DPWH, DOTC)

Accomplishments:

  • West Leyte Road Project, Maslog-Buenavista Road Section, Eastern Samar
  • Rural Road Network Development projects in Eastern Samar
  • South Samar Coastal Road, Maslog-Buenavista Road Section in Eastern Samar
  • Calbugos I, Sumacab, and Liling Bridges in Leyte
  • Villaba Hall of Justice Building in Leyte
  • Air navigation facility (DVOR/DME) in Tacloban Airport
  • Reclamation and construction of RORO ramp and passenger terminal building at Hilongos Port in Leyte
  • Construction of pier, RORO ramp, and reclamation of back up area at Maasin Port in Leyte
  • Social reform-related feeder port development project in Western Samar

24. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies which resulted in the following:

  • Generated 327 jobs in Matalam, Leyte through the application of technologies that improved the production of abaca products and the use of information communication technologies for product marketing and design
  • Established Food Technology Transfer Center in Cabucgayan National School of Arts and Trades (CNSAT)
