1. Mass housing for 150,000 workers and the very poor (HUDCC)

Accomplishment: Some 3,486 households in Region 9 have been provided housing assistance through slum upgrading, resettlement, sites and services, cooperative housing and other socialized housing programs from January 2001 – December 2003.

2. Give security of tenure to 150,000 urban poor families (HUDCC)

Accomplishment: A total of 613 households have been provided security of land tenure in Region 9, through the community mortgage program.

3. Low-priced medicines (DOH and DTI)

Accomplishment: 5 DOH-retained hospitals, 1 province and 1 city in Region 9 sold low-cost medicines under the GMA (Gamot Mabisa, Abot-kaya) Pharma 50 Program.

4. Health insurance for the poor (Philhealth)

Accomplishment: Under the Greater Medicare Access (GMA) program, a total of 1,831,405 beneficiaries or 366,281 urban and rural poor families in Region 9 were given health insurance.

Among the services covered by the NHIP include payment of room and board accommodation in hospitals from P200 to P400/day; medicine consumption from P1,500 to P16,000 (per single period of confinement); payment of professional fees of attending physician from P600 but not to exceed P2,500 per day.

Philhealth also provides maternity packages for normal delivery and health packages for tuberculosis patients.

Accomplishment: 53,745 jobs were generated in agriculture in Region 9

6. Implementation of Agriculture and Fisheries Modernization or AFMA (DA)

Accomplishment: For CY 2001, P249.14 million was allocated for Region 9, of which P248.44 million has been utilized for the rice and corn, high value crops, livestock, fisheries and DA-LGU Counterparting programs under AFMA.

For CY 2002, P181.12 million was allocated for Region 9, of which P180.97 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2003, P107.10 million was allocated for Region 9, of which P78.98 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

For CY 2004, P64.87 million was allocated for Region 9, of which P12.01 million has been utilized for the rice and corn, high value crops, livestock, and fisheries programs under AFMA.

7. Deployment of rolling stores (NFA)

Accomplishment: Maintained operations of 30 stationary stores in Region 9 which sold basic commodities at low prices such as rice, sugar and herbal and over-the-counter medicines.

8. Push for the resolution of the coconut levy issue in favor of coconut farmers (PCA)

Accomplishment: Following the decision of the Supreme Court declaring coconut levy funds as prima facie funds, the Philippine Coconut Authority (PCA) implemented the Coconut Industry Investment Fund Safety-Net Program (CSNP) for Coconut Farmers, which includes access to micro-finance and credit and upgraded insurance coverage for coconut farmers.

The government enrolled 89,658 coconut farmer-beneficiaries in Region 9 in the upgraded insurance coverage program which increased their insurance coverage from P5,000 to P10,000.

11. Improvement of student-textbook ratio (DepEd)

Accomplishment: From June 2001 to September 2003, a total of 4,869,348 textbooks were procured for Region 9 resulting in a 1:1 textbook-pupil ratio in Grades 1 to 6, and in the 1st and 2nd Year High School, except for English 3 (Grade 3) and Filipino 3 (Grade 3) with a 1:3 ratio and Science 2 (2nd year High School) with a ratio of 1:1.9.

For 3rd and 4th Year High School, the textbook ratio ranges from 1:1.2 to 1:3, except for Mathematics 3 (3rd Year High School) which has a 1:1 ratio. Distributed 45,549 Teachers Manuals benefiting 2,236 recipient schools in 127 school districts in the region.

12. Upgrading of Math and Science education (DepEd)

Accomplishment: Some 21,277 public and private school teachers in Region 9 were trained on the new Basic Education Curriculum and 169 were trained on linear, sequential approach in teaching Math. Starting June 2003, time allotted for Science was increased to 84 minutes per period or 420 minutes per week.

13. Scholarship Programs (DepEd, CHED, TESDA, DSWD)

Accomplishment: Under the Student’s Assistance Fund for Education for a Strong Republic (SAFE-4-SR), P11.1 million in loans were provided to 2,346 needy 3rd, 4th, 5th and graduating college students in 49 higher educational institutions in Region IX.

14. Barangay energization (DOE)

Accomplishment: From July 2001 to June 2004, 292 barangays in Region 9 were provided electricity.

15. Restructuring of Electric Cooperatives (DOE, NEA)

Accomplishment: As of 30 September 2003, all the 4 electric cooperatives in Region 9 have secured approval for rate reduction ranging from P0.0377 to P0.1601 per kilowatt-hour.

The Zamboanga del Sur Electric Cooperative II improved its performance after meeting the medium-term target on four mandatory key performance indicators for prescribed level of efficiency under the Restructuring Program for ECs namely: settlement of restructured accounts with NPC; payment of loan amortization to NEA; reduction of system loss to 14% and below; and, reduction of average collection period to at least 45 days. Being cost efficient (non-power cost per customer per year of below P1,300 and customer per employee ratio of more than 150:1), the cooperative posted net margins from operations.

16. Relief and rehabilitation projects in Central Mindanao (DSWD)

Accomplishments: The government provided relief augmentation and shelter assistance amounting to P1.04 million, and 1,000 bags of NFA rice from May-June 2003 benefiting some 1,604 families.

17. OPEC funded-community projects in conflict areas of Mindanao (ARMM Social Fund)

Accomplishments: Some P45.9 million was provided for 49 subprojects covering health and educational facilities, timber port, irrigation, water sanitation projects, and training & capability building activities.

18. GMA Centers (GMACs) in Barangays (DILG)

Accomplishments: Of the 1,903 barangays in Region 9, 1,839 barangays have established GMA Centers to disseminate quality information on national government programs and advocate services delivered by national government agencies to community residents, such as livelihood, job opportunities, peace and order, public safety, health and sanitation, educational and social welfare, agricultural support services, infrastructure development, environmental management and sports development.

19. Streamlining LGU operations (DILG)

Accomplishment: 14 cities/municipalities in 3 provinces in Region 9 have established one-stop shop processing centers, installed customer complaint desks and simplified civil application systems:

20. Provision of job opportunities (DOLE)

Accomplishment: Through the Public Employment Service Offices in the Region, a total of 53,399 applicants were referred and 51,521 of them were placed for locally available jobs and overseas placement. Some 12,859 workers were assessed of whom 2,395 were given certification. Training and re-training in ICT and in-demand skills were also given to 60,591 workers.

21. SME Market Centers (DTI)

Accomplishment: SME Market Center in Zamboanga City was strengthened to serve as one-stop shop for SMEs providing information and business counseling on SME management and development strategies.

22. Tourism infrastructure projects (DOTC)

Accomplishment: The resurfacing of existing runway pavement and rehabilitation of existing terminal building of Zamboanga International airport were completed to help boost tourism in Region 9.

23. Self-Employment Assistance-Kaunlaran (SEA-K) Program

Accomplishment: The Self-Employment Assistance-Kaunlaran (SEA-K) Program provides the poor and disadvantaged sectors of society with timely access to credit and development opportunities.

From January 2001 to march 2004, a total of P18,559,696 was provided as seed money to micro enterprises benefiting 3,883 families in Region 9.

24. Kapit-Bisig Laban sa Kahirapan and the Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program (NAPC, DSWD)

Accomplishment: As an anti-poverty strategy, KALAHI-CIDSS Program was implemented to fast track delivery of social services to urban and rural communities to address their immediate and long-term needs. Some 70,990 families in 4 provinces covering 114 barangays in Region 9 benefited from the program.

Among the benefits provided by KALAHI-CIDSS include medical missions, construction of potable water supply and provision of immediate relief and rehabilitation assistance to areas affected by natural calamities.

25. Improved access to health services and facilities (DOH)

Accomplishments:

  • Covered 96.2% of target children for the two rounds of "Patak Polio" immunization campaign under the Garantisadong Pambata Program. The program involves key life saving interventions (i.e., vaccination, exclusive breastfeeding, salt iodization, Vitamin A supplementation and food fortification).
  • Launched the Community Based Malnutrition Rehabilitation Program in Zamboanga del Sur
  • Provided medical assistance to 12,018 deportees from Malaysia
  • Provided 26 LGUs with Iodized Salt Livelihood Project Grant

26. Road RORO Terminal System (Strong Republic Nautical Highway) (DOTC)

Accomplishment: The SRNH is an inter-modal transport system inter-connecting the islands of the archipelago.

The Manila-Batangas-Calapan-Roxas-Caticlan-Iloilo-Bacolod-Dumaguete-Dapitan route was opened to spur inter-island farm trade and improve the distribution system of food and agricultural products from Mindanao to Luzon.

Accomplishments:

  • Bagting Bridge and approaches in Dapitan City
  • Dipolog Bypass Bridge along Bypass Road in Dipolog City
  • Jct. Polo-Dapitan Park National Rd in Dapitan City, Zamboanga del Norte
  • Preventive maintenance of Dipolog-Polanco-Pinan Jct. Oroquieta Rd. in Zamboanga del Norte; and Lanao-Pagadian City Rd (Pagadian-Tukuran Section) in Zamboanga del Sur
  • Air navigation facility (DVOR/DME) in Zamboanga
  • Construction of passenger terminal, berthing facilities, and administrative building at Ozamis Port in Zamboanga del Norte

28. Technology transfer projects (DOST)

Accomplishments: The government provided assistance and transferred technologies to different micro and small companies, which resulted in the following:

  • Income generation for members of the Zamboanga City Multi-Purpose Cooperative through hands-on training on calamansi processing and packaging and design. The cooperative produces 3,000 calamansi bottles per month.
  • Improved the production output in the lobster industry in Tabina, Zamboanga del Sur from P30,000 to P120,000 semi-annually by providing technology for cage culture of lobsters, manpower training, and facilities for cages
