Si General Abaya at lahat ng mga major service commanders at mga field commanders na narito, nakikiisa sa Serbisyo Sibil ng Plipinas. Mga kawani ng ating pamahalaan, mga piling panauhin, Ambassador Maimunah Dato Elias of Brunei, mga minamahal kong kababayan. Mga kawani ng Serbisyo Sibil, Happy Civil Service Month sa ating lahat. Ang laki-laki ng ating party. Maraming salamat at dumalo kayo at masaya kayo dito sa ating party. Naalala ko noong ako ay vice-president pa, ginawa n'yo akong guest of honor sa 100 Anniversary ng Civil Service. Ako 'yung pumunta doon sa inyo. Ngunit 100 anniversary 'yon pero ngayon 103rd lamang, mas masaya tayo itong araw na ito kesa noong 100 anniversary. Maraming salamat. My brief trip to Brunei was important to signal our firm commitment to regional integration and fair trade that are vital to jobs, investments and continuity of reform. These are our priorities and we shall pursue them as we ward off destablization attempts. We will ward off destablization attempts through the unswerving pursuit of justice and political consolidation. At nangunguna na nga sa ating political consolidation and serbisyo sibil. Alam n'yo, isangdaang libo mahigit ang ating mga sundalo. Ngunit ang ating serbisyo sibil, nasyonal at lokal ay dalawang milyon, kaya kayo ang pinaka-kailangan sa political consolidation para sa ating demokrasya. Kayo ay naglilingkod hindi lamang sa national government, naglilingkod ang mga serbisyo sibil sa mga local government. Kayo ay tumutulong hindi lamang sa mga patakarang pambansa, kayo ay tumutulong sa kaunlaran sa kanayunan. I made a trip to Central Luzon yesterday. I saw the relentless spirit of enterprise and optimism among the people. 'Yung binabasa ko sa peryodiko lahat raw pessimistic. Eh pagpunta ko sa probinsya kahapon makalawa, optimistic ang tao, may inisyatibo. And their optimism and enterprise continues to push our nation forward, lalung-lalo na dahil naaasahan nila ang paglilingkod ng ating serbisyo sibil. Dahil sa inyo, mga kawani ng ating serbisyo sibil, domestic and international confidence in our government is undiminished. There is no doubt that certain personalities are engaged in a continuous effort at destabilization obviously to escape the long hand of justice. Ako'y nagpapasalamat na narito ang pamunuan ng Sandatahang Lakas ng Pilipinas dahil sila ay matatag. Attempts to buy loyalty within the armed forces have been monitored, combined with efforts to manipulate the media and project instability. But with our two million strong bureaucracy supporting democracy, destabilization plans are futile and these will fail as they have failed in the past dahil sa inyo. Moreover, these attempts will fail because they will be rejected by the soldiers as well as by the people. The major service and field commanders are here to express to us, to express to you that we -- the government, the administration, the civil government-- have the support of the Filipino soldier and we have the support of the Filipino people. The entire chain of command is behind us and there is no turning back from the tide of positive change whether in the military organization, in the civilian bureaucracy, and in the entire nation. Nagpapasalamat ako na bahagi doon sa mga nagprisinta kanina ay 'yung kinatawan ng civilian employees ng Armed Forces of the Philippines, lalo na ngayon ako ay kasalukuyang Secretary of National Defense. Upholding civilian supremacy and moving logistics to the field - these will be the principles of our rapid consolidation of the armed forces as we reinforce morale, discipline and professional loyalty in the command. I want to make it very clear during his term of two and a half years Secretary Angelo Reyes promoted these principles, and we shall continue and expand the excellent work that Angie Reyes did for the peace and security of our country. The march for reform will be decisive and irreversible. Kayo ay narito, magkasama tayo, kinatawan ng serbisyo sibil, kinatawan ng Sandatahang Lakas ng Pilipinas, kinatawan ng taongbayan. The only revolution taking place in our country is the revolution in the promulgation of justice and in the upliftment of the poor. The revolution is not led by any military adventurists or any urban insurrectionists, the revolution is being led by the government, and we have no intention of stopping or turning back. The revolution is being implemented by our foot soldiers in the civil service. Mga kawani ng serbisyo sibil, salamat sa inyong tulong sa ating rebolusyon para sa katarungan at kaginhawahan ng mga mahihirap. Katarungan at kaginhawahan ng mga mahihirap, ito ang tunay na pagtitiwala sa Pilipino. At kayo, mga kawani ng serbisyo sibil, ang nasa harap ng pambansang katatagan at kaunlaran. Sa pagdiriwang natin ngayong setyembre ng buwan ng serbisyo sibil ng Pilipinas, binabati ko kayo, pinapasalamatan ko kayo, mga kawani ng pamahalaan, dahil pinili ninyo na maglingkod sa taongbayan, dahil sinusuporta ninyo ang aking administrasyon, dahil tinatangkilik ninyo ang konstitusyon, dahil pinagtatanggol ninyo ang pinakamataas na interes ng ating bansa. Maraming salamat sa inyo. 'Yung mga awards para sa Outstanding Civil Servant ay hindi natin gagawin ngayon. Part one pa lamang ito ng ating selebrasyon. Ang susunod ay September 19 kung saan maaanunsyo ang Outstanding Civil Servants for 2003. Hanggang sa araw na 'yon, mga kawani ng Serbisyo Sibil, maraming salamat dahil kayo ay burukrasya para sa demokrasya. Maraming salamat sa inyong lahat. |
